Huge Campaign: Combining CotCT with Hell's Rebels

I would love to have a huge city campaign with multiple things going on and thought about combining HR wit CotCT.

Spoiler:

First thought was that Ileosa and Barzillai would be working together with Ileosa trying to become what she wants in CotCT and Barzillai what he wants in order to rule the lands together.

I am just starting thinking this over and would like to know, if someone had the same idea?! I am still not sure of this might work, but maybe someone here has some great ideas on how to get such a campaign going...

Well, I want to run all cheliax-themed APs, but with a goal of restoring/empowering Cheliax. At the end of CotCT my players will have to make a decision, support or not return of Korvosa back to Cheliax (this movement will be represented by Leroung-Jeggare-Church of Asmodeus-Hellknight-Academae/Ornellos alliance). After that, Council of Thiefs AP, but without all secession-style rebellion. Hells Rebels probably will be reworked so party would stop Barzillai and anti-cheliax rebelion. Hells Vengeance will finish this "Cheliax Campaign".
Thinking to throw in the mix Skull and Shackles, but again, reworked for pro-Cheliax party, and Way of the Wicked set in Andoran.
