A PC is halfling.
He wants to use "Adopted" trait to be adopted by orcs.
He then wants to use "Adopted" as a way to access a half-orc trait in "Bastards of Golarion".
On the PFS Additional Resources page, Bastards of Golarion is referred to in this way: "The traits on pages 4–13 and 28–29 are only legal if your character is of the same ethnicity as the section with the trait."
So my question: does the Adopted trait allow the Halfling to be adopted by orcs, thus allowing him access to the Half-Orc trait for being raised by orcs?
Probably not...but then, what's the Adopted trait for if not for such cases?

Your character meets the prerequisites of the trait...
...but it is not a legal PFS trait for him.
Pity.
That said, is anyone aware of a trait similar to "Finish the Fight"? I'd like to offer a replacement trait as consolation to the player.
Finish the Fight: Benefit(s): You gain a +1 trait bonus on attack rolls against opponents you already injured in the past 24 hours.

For starters, Half-Orc is the Race here. Despite the name, Half-Orc is it's own race. Just like Elves and Drow are two different races.
So you'd need the adopted trait (Half-Orcs) to qualify for any trait that requires being half-orc.
I do think it would rather unfluffy to be raised by orcs while being adopted by half orcs, as the two have conflicting fluff (make up your mind on who raised you...).
I think the rules answer has already been given regarding the legality of this specific trait.
