I'm running an adventure path set after the events of the Curse of the Crimson Throne (one of the PCs wanted to be an ex-Grey Maiden) and a trip to Korvosa is looking likely.

Well, first of all, they have no firearms there, siege-level or otherwise. ^_^
That said, while it's hardly set in stone anywhere, even in Shattered Star...
Depending on your PC's outlook on the whole thing, she might receive a warm welcome. If she's an Ileosa loyalist, her welcome will be far less pleasant...

But yes, assuming Curse went down, Ileosa is dead. For my group, that meant that the PCs took over ruling Korvosa as a sort of council smoothing the transition to a sort of representative republic, and after Ileosa's death there is absolutely something of a power vacuum.
I'd suggest either just whipping up an NPC to be running the place, or use Sabina as part of a wider,less-centralized governing body.

Korvosa is an unique situation because the Curse of the Crimson Throne is literally no monarch has ever produced an heir. Therefore each new king or queen has to have come from an outside source so it really can be anyone who takes Ileosa's place.
Queen Ileosa came from the Arvanxi noble family in Cheliax.
There are also five noble families already in Korvosa: Arkona, Jeggare, Leroung, Ornelas, and Zenderholme. Perhaps a noble from one of these families takes up the throne. But as others have said, there is nothing official.

I set my homebrew campaign "Champions of Old Korvosa" in the year 4704, which was four years before the events of Curse of the Crimson Throne. A still-healthy King Eodred II was on the throne, and was just getting around to thinking about taking a wife, while still entertaining himself with a de facto harem of beautiful women.
But that doesn't help out you and your player who wants to play a former Grey Maiden.
The end of the AP is deliberately murky: Paizo doesn't normally assume the events of any AP have already happened in its products. The only exceptions I can think of are the Shattered Star AP, The House on Hook Street, and the Xin-Shalast section of Pathfinder Campaign Setting: Lost Cities of Golarion.
If you have previously run Curse of the Crimson Throne, then use the events of your campaign as canon for your new homebrew. If not, then it's pretty much up to you what happened! One intriguing thing could be that the PCs lost the final battle in your version, and an immortal Queen Ileosa still rules Korvosa!

Although now my bit about siege-level firearms just seems like a non-sequitur. :D
There's still a loose cannon in the origina post, though.
By the way, in my campaign, Field Marshal Cressida Kroft became queen through acclaim by the PCs.
