Question about Converting a Character to the Tier System

I am a bit confused about what it means when it says " from among those you previously chose"

My character has completed 2 scenarios. I have 1 skill reward and no power reward.

So the skill reward would be the same but what about the power reward as I have no "previously chose" to pick from?

It just wants you to pick all of your old ones first. If you run out, then pick anything you want.
