Do bonuses to speed apply on the Astral Plane?

On the Astral Plane, a character has a speed equal to his Intelligence score multiplied by 3. Does a barbarian's or monk's bonus to speed get added to this when on the Astral Plane?

Maybe you could tie it to the intelligence score, like say... it gives a bonus to intelligence scores but only as it affects speed via astral travel?

What kind of bonus? +5 per 5 feet? That ends up being +15 on the Astral Plane.

I wouldn't apply physical bonus to speed, like the one barbarians or monks gets, to the astral plane as it's the plane of thoughts and dream. In the astral plane you travel to the speed of thoughts, hence the use of Int for calculating speed. Monks and barbarian superior speed is the result of physical training and top notch body fitness.
