I am wanting to design a wondrous item that gives the effect of a specific spell, but over a much larger area than normal (going up from short range to long range)
Now, the problem I have is that it seems that it's not normally able to be done as a spell. I could have it increase to medium if I make the item use the effect with the proper metamagic (and design the price based off the new effective spell and caster level) but that still only increases the range by one step.
Anyone got a suggestion to get past this limitation? I'd like to be able to build this item so I can price it properly.

What you're looking for is a metamagic feat called Reach Spell. You could make an item if you want or you can simply memorize a Reach Haste at 4th level for Medium range or 5th level for Long range.
Of course you can make an item for this, but you're still limited by the target language. one creature/level, no two of which can be more than 30 ft. apart. So even if you do have a Long range haste (400'+40'/lvl) you still can't hit any targets that are greater than 30 feet from each other.
Is your goal to hit everyone within 400'+40'/lvl?

Yeah, that's about the gist of it! :) I just can't figure out what I need to do to change the targets part.
That's going to be a total GM Fiat.
It's unlikely that a DM will allow hitting an unlimited number of targets in 400+ feet. It's just too powerful. Though I think by RAW a well worded wish may be able to accomplish something similar.
If I had a player who wanted to do something like this i'd allow the creation of a tool of some kind to remove the "wishing 30' of each other" part of the spell. As haste is one of the most effective spells in the game it'd be expensive, but maybe worth it.
