That is the way the groups I play in have used it as well.
What we have debated and done differently with each group it seems is determine which kind of action it takes to do this. Some have gone with it being a free action {start the counter, 5 rounds of other actions later then change to solid or gas}, others have gone with it as 5 full round actions {start the actions, five full rounds of doing nothing but changing, then change to solid or gas}, and still others have gone with it as concentration for 5 rounds {start concentrations, spend standard action each round concentrating, then change to solid or gas}.
I would really like to have clarity on which way this should be done.
