Its kind of funny that most torturers would need to pass off that sort of equipment as being "for entertainment purposes only" while in cheliax the kind of equipment the paracountess uses for entertainment has to be passed off as being for actual torture.

These are also possible. I'd lean towards the latter - that would explain why Mr. Compton might be so quiet on the issue.
