The FAQ is not to be used to get rules changed.
You're quoting a single fragment out of context. That sentence was in answer to the hypothetical:
"I want a rule changed. Should I start a thread and ask people to FAQ-click it? "
It's disingenuous to pretend that what Paizo meant by that is "we're not going to change the rules via FAQ". It's very clear that sentence is about how we use it, not what Paizo use it for.

If that is the case then it is a terrible process but for that reason instead of the other reason.
