Pretty Newbie Question About the Juju Oracle

A player in one of my games wants to play a Juju Oracle, which I'm fine with, but I'm not totally clear on if he can control his juju zombies without a command undead spell.

Sorry, it's probably got an obvious and easy to find answer, but I've heard people say yes and no. He says he can, but I'm not sure where he got that from. The undead he's control are devils, so they wouldn't be very happy about him killing them and forcing them to be his undead slaves.

I'm guessing you're using the original version, from Pathfinder Adventure Path #39: The City of Seven Spears.

Having looked over it, I don't believe he has automatic control. It seems to use create undead, which specifically says that control is not automatic. The spirit vessels revelation (as originally printed) doesn't change this - all it does is give those juju zombies your alignment.

The wording of spirit vessels might allow someone to interpret it that way - "any zombies or juju zombies you create using animate dead, create undead, or similar spells" - but I don't believe that's the intent. They do get a lower-level version of create undead specifically for this purpose.
