At least a quarter of the population can cast detect magic at will, so assume that if you're in a city, you're under such an effect.
Prestigitation is common enough that any job which can be done by prest' will be - it's that much faster than doing it by hand.
Military training will include retraining spells known to use a standard spell or two. You probably can't become a soldier if your charisma doesn't meet the required standard.
There may be enough people who know whispering wind to set up a communications network.
Diplomancy will be common enough that you'll absolutely have to fix that subsystem.

Let me assume that you simply mean that all the characters will be gestalt bards... in that case fine, no problem. Everyone will be a little bit better at skills and you an assume that the group will talk its way through a bunch of stuff, like, you know, heroes.
If you actually mean everyone on the planet knows how to perform, cast spells, and really is into their own education?... then I'm not a fan.

This is just my wondering- What would a game-world be like if everyone gestalts with bard- gaining Bardic Music and Bardic Spellcasting as a bard equal to their CR (Min 1). How would the world change if that was the case?
