The main thing about Kendra is that one of Professor Lorrimor's explicit requests in the will is to stay in Ravengro for a month to help her get things in order and decide what she wants to do (which is mainly a pretense for them to protect her if things in Harrowstone get as ugly as he expected they will).
She doesn't really appear after book 1, so it's easily doable. I know Wes has suggested keeping her involved with the PCs by sending letters either left behind by her dad, doing research on their behalf or joining up with the Esoteric Order of the Palatine Eye. "Being the Oracle to the PCs' Batman" as Wes put it. But Oracle WAS once Batgirl, so if the player has their heart set on playing Kendra, then that's certainly an option. I imagine the fact that she starts out with an extra level on the PCs should probably even out in the long run.

Also, having Kendra as a PC will definitely drive the story forward as she should be motivated to track down the responsible party(ies).
You can always adjust her level or even her class as it suits you. There's no plot reason for her class that I saw. I modified her to make more of a sympathetic draw for the players and to provide a potential replacement. I made her a blind Oracle just coming into her powers along with spirit sight as a result of recent events.
As an NPC, I will use her instead of the kidnap victim in book 5/6.
