With my Wizard 1 and Magical Knack (Wizard), I often cast Heightened Awareness, so that kicks it up to a +31.
Can always act in surprise rounds and wears Sandals of Quick Reaction to full-round in surprise rounds. I have managed to drop an enemy before they can act, or before the rest of the party can act.
