What happens if you examine a location deck that fas a faceup task card on top?

For example, what can Alahazra see with her examination power? The taks card, or the one below?

Or, what happens if you use a spyglass? Can you look at two cards under the task, or is the task one of these two? And if so, can you rearrange the cards? Does that even make sens?

A Mister Mike de La Palice would certainly say :
If a power tells you to examine the TOP card, then it tells you to examine the TOP card. I. e. if you put a faceup card on TOP of a location deck, then it becomes the TOP card and that's the one you examine, even if you already see it.

Same for Spyglass.
If you have Goose in the Rigging faceup on a location because a character failed to defeat it, then it's one of the two cards you examine with a Spyglass.
And since both Spyglass and Goose are two cards which are neither adventure, location, support and the like, there is no precedence as per the golden rule. So you choose which one to apply so I would think you can move the Goose in second position in the deck by playing the Spyglass.

refer to p. 11 Side bar (Rules: FaceUp Cards)

Face Up cards are still on the top of the deck so it still counts for powers that peek at the top card. Any faceup cards would need to be considered first in case of Spyglass that checks multiples.

And while it says faceup cards cannot be shuffled until they are resolved, I'm pretty sure that it includes any attempt to move them from the top of the deck (so no, you cannot reorder a faceup Task card under a facedown card; multiple faceup Tasks cards though, sure).

I stand corrected. Was a little tired last night.
