Inevitable Arbiter Clarification

Rules Questions

My first question is concerning whether or not the Arbiter has hands. The descriptive text for it says that it has clawed hands, which suggests to me that it could conceivably cast spells with somatic components were it to gain the ability, such as through familiar melding. However, it isn't listed in the FAQ as having hands the way an imp or other improved familiar might.

Second, does it have item slots the way an imp or whatever other familiar on the list has everything?

If you image search "arbiter inevitable" the first image you will likely see is a little metal ball with one eye, two wings and two arms, holding a dagger. This image comes from Bestiary 2 and is the closest thing to RAW you will likely find on an Arbiter's physiology.

Your GM will likely have to decide how much one of those little guys can do with those limbs. On the other hand it's obvious that it's missing the full compliment of bodyparts that a humanoid has, which would limit it's magic item slots.

That's what I figured. The resources document isn't explicit on where it falls exactly on item slots, like it is with a bunch of others.
