Yes, animal companion rules lets you forgo the advancement you get at 4th or 7th level, and instead increase DEX and CON by 2.
Admittedly, I am fairly sure that a dog has better stats after it advances (no trip property though). So replacing your wolf with a medium dog might not be a bad idea.
And you can just say that it is the wolf dog son of your current mount. Your usual mount has gotten on in years, and you are retiring him to serve as a stud (because going home to just sleep, eat, and have all the ....girls... all day is the life we all want for our fuzzy friends).

PFS has no special restrictions on this.
Just refer to the normal Animal Companion rules found in the CRB.
