Only what is listed is legal. So while the shozoku of the night wind is legal, the mundane Shinobi Shozoku is not.

Shinobi shozoku: This is a close-fitting bodysuit of dark fabric, favored by ninja and assassins. It is of masterwork quality and grants a +2 circumstance bonus on Stealth checks while worn. A shinobi shozoku costs 50 gp and weighs 2 lbs.
If not explicitly allowed, can this be considered a valid option under the generic Masterwork Tool (Ultimate Equipment 78)?

This tool is perfect for its intended job. It grants a +2 circumstance bonus on a related skill check (if any). The bonuses provided by multiple masterwork items do not stack.
Several common items already count as masterwork tools for particular skills. These are the alchemist’s lab, climber’s kit, disguise kit, healer’s kit, masterwork musical instrument, and masterwork thieves’ tools. Therefore, there is no masterwork climber’s kit, masterwork healer’s kit, and so on—those items are already the best available for general checks with the relevant skill.
They are equivalent. And no, roll4initiative, Masterwork Tool says nothing about a restriction to craft rolls and explicitly mentions skills' kits that are non-craft.

It is worth mentioning that this mundane equipment is listed in a sidebar (page 27) with existing legal weapons, and not grouped with magical equipment (pages 60 - 61), which may have caused it to be overlooked; or, based on similarity to masterwork tool, labeled as redundant.
If legal, I am buying this. And either way, I'm buying Shozoku of the Night Wind VERY SOON; thanks for pointing out this gear!
