Affect is a strong word. The most obvious reading is that you can't cast the spell on a rope tied to an enemy's belt.

Can an animated rope that you hold "enwrap" an object held by an opponent?

Yes. The spell doesn't affect the opponent's object--the rope does. The target of the spell is always the rope, not the object enwrapped by the rope.

So what kind of action is it to enwrap an opponent's weapon - still a ranged touch attack?

I don't believe you can do that. You are limited to the commands listed and the effects listed. You can enwrap a creature OR an (implied unattended) object within one foot of the rope.

They're real sticklers about noting whether a spell affects attended or unattended objects. The implication isn't as clear to me, and after all this does require an attack roll.

The attack roll is to throw your rope close enough to do the job. Once the rope is there, the options given to you by the spell are available.
