OK, thinking about a psionic character. But as there are no psionics in the game it is understood that these would have to be created.
The core mechanic of spells is Discard with a chance of Recharge. We were thinking that psionic powers should be Recharge with the option to Discard for increased effect.
The thought is that powers aren't lost when used (unlike spells). But they do take something out of you (power) so they may not be reused quickly - hence Recharge.

I like it. I assume that anyone without the Psionic skill would have to banish instead, same as spells? Also, are you going to present them as a different card type, or as spells, but with psionic instead of arcane/divine? I think I would lean towards the latter, as they are close enough, and it would be easier to insert into the game.

Yes, we'd have a psionic skill. And they could be used but banished by non psionic characters like spells. I agree with you Isaic that they'd just be a "spell" card with a different trait.
We thought the recharge/discard was a viable mechanic since it is what most Allies use.
If this plays well we want to tackle superpowers/natural spell like abilities...
