I am wondering about this item. It seems like it is really a crazy good tem from what I saw. It provides a frequent D8 buff to good stats, where nothing else seems to come near that. I checked the FAQ and nothing seems to talk about it. Even on the boards I see nothing about it.
Am I missing something on this Loot?
I don't think you're missing anything. I've just reread it and it's a strong (unique, Loot) card. You do need to be on a ship to get the full benefit, so in scenarios where the ship is anchored it's of limited use.

Nefrubyr hit the nail on both heads (it's a weird nail, just go with it). You're limited to when you can play it, and even when the ship isn't anchored it has the occasional event where it can't be used. Plus, it's a loot. Loot cards usually are cards that you look at and say "Wow... someone is taking that no matter what". In Runelords, we had loot like a weapon that healed you every time you killed something with it, and an item that reduced the difficulty of checks by 2d4 (and even turned it into 1d4+4, maxing one of the dice automatically, if you had Arcane).
Loot is strong and its magic is powerful.
Let us not forget also the staff of kill all villains. My Seoni loved that card so..."What's that, character at my location? You need to fight the villain? Here, let me just discard this spell to weaken him/her/it by 1d12+6. You're so very welcome."
Ok. Our Zarlova has been destroying everything fielded against her since she got this. A D8 to her combat and recharge has been brutal.
Sure there are times when the ship isn't in, but it is still a +1 stat item at those times.
Just got it - and somehow my Ranzak was the one who got his claws on it in a group of 6. It's badonkers. Ranzak is going to wreck locations with that hat.
