Start with Pyromancers. Easy, free, and especially suited to making RPG maps. There are fancier options, but this one works pretty well.

That's great, thank you. So once I've become more experienced with the etc, where would be the next steps? I certainly don't mind paying for decent quality and versatility and so forth. But pyromancers looks pretty good.

The other one I've seen is Hexographer and roll20 which has a lot of tools.
My thing is though does anyone know of a good option that lets me make hex grid maps like hexographer but doesn't have proprietary software? I really want to hand out some maps to some players but I hate dealing with all the hoops I have to jump through to make hexographer work.

I've been using Pyromancers for a few years, and I have yet to outgrow it. The people who built it are obviously familiar with GIS, and they handle layering quite well. I build maps in Pyromancers, save the native format files locally, export to PNG, then further modify the images in GIMP.
If your maps are so fancy as to totally outgrow Pyromancers than you should be publishing your work.

Hi,
I’m looking for a good quality map builder. I want to create the sort of maps in which are in the pathfinder scenarios and modules. Can anyone recommend any? Or any tips?
I know this is an old thread, but on the off-chance that you're still looking, MapForge should interest you.
