It perhaps should go without saying given the board, but this will contain some minor spoilers for mechanics of the adventure path.
I had assumed originally that the values listed were the values that the players could sell the treasure for, when it's an art object, relic, or other item with no practical use (or to be more precise, an item where the player would sell it but would almost never buy it except to add flavor to their character). This seems to match up with the Wealth By Level guidelines (when I prepped the first tomb, it ended up around 2200GP per player, which seems to match up nicely with being freshly level 2).
One of my players had asked me how the Foreign Opportunist trait then works; I never really thought about it in connection to the treasure values, but it does state they can sell relics for 60% of listed base price instead of 50%... so now I'm confused!

The listed value is the buy price, players normally can sell anything quickly for 50% the listed value.
Certain art or valuable objects can be sold for higher than 50%, going up to 100% if you feel generous as a GM, as "valuables" often replace monetary treasures.
So a treasure of 10 gems worth 50 gp each would be the same as if the players had found 500 gold coins.
As for Foreign Opportunist, keep in mind that magical items are also relics in that context, since a bunch of them are items from ages past.

Foreign Opportunist is a book-keeping nightmare, IMO.

A dungeon full of ancient relics and treasures
Contemporary gear sells for 50% value (if you haven't read book 2 yet and realize that the market is borked)
Ancient stuff that isn't GM fiat relic sells for 50% value.
Relics sell for either 60% value or 0.5*110% = 55% value
Art & Mundane & Trade Goods that don't sell at 1/2 value sell for 100% if non relic
Art & Mundane & Trade Goods that are relic sell for 110%
So you have 4 tiers of loot values you have to book keep. Gods forbid more than 1 player takes the trait too. /me is glad his players don't have that trait.
