Alchemist bombs and foes under water

The Exchange

I have a situation where an encounter has my gnome alchemist at a bridge threatened by Sahuagin in a rive the bridge spans. If I throw a fire bomb at the Sahuagin how will they be effected. The water would cancel out the fire damage by my thinking, but my DM thinks there would be concessionary damage. Anyone have any feedback on how this could be ruled? I'm not finding much to govern this.


I would ready an action to throw a bomb when they surface. if exosed bits are hit the water will not matter. though this may not be the best time for usevof explosive bombs. if under water I don't think the bombs will have an effect. the water will both prevent the fire and act like a wall.

this would be a great time for sonic or concussive bombs though. depth charges.
