I thinbk in this system cloaks of resistance would become a LOT more important, I would suggest making them more expensive but at the same time i have a hard time seeing how Fortitude saves keep up with damage per hit numbers.

In a system like this, I would probably break down things that give bonuses to all saves into things that only give a bonus to one save. A cloak of resistance would only boost your fort save, while a cloak of protection would boost your reflex. Then it's a simple matter of adding a cloak of resilience or something to boost your will save.

As for fort saves keeping up with damage, remember that a lot of things are adding to it other than just the base save from your class and your Con mod. Armor, natural armor, and any magical bonuses associated with armor worn also stack in there.

Honestly, I hate the cloak of resistance enough (nothing is more universally necessary than this one item. Doesn't matter if you're a save or suck wizard, a face bard, or a front liner barbarian, you're going to want this item) that I might suggest building it into all of the classes and just getting rid of the cloak altogether.
