Sensible or no, Elkhaven is a big group. It's daring, not in any direct risk involved, but in how the act could be received by its members. Caldeathe has made it clear that some citizens were more thrown by the decision than others.
It's a politically daring move—largely because small settlements aren't doomed. If a small settlement can make friends and grow larger before OE, it stands just as much of a chance. It's just a gamble. Elkhaven decided not to chance it; other groups, like Freevale, have chosen to take all our numbers and bet them on the Early Enrollment!
My intention is not to dismiss Elkhaven's choice—playing it safe now is just a buffer for when they're ready to really start taking risks. It so happens that Elkhaven has a much easier time merging than some other settlements, for one thing, making a merge much more palatable for them.
My intention is just to clarify that while merging is smart, it's not going to work for everyone.

Daring or sensible? I question the sanity (in a boy you must like pain sort of way) of those pushing a settlement with small numbers. IF this game is a success I'll be surprised (pleasantly) to see any of the current groups holding onto their settlements.
To quote a dreamer of epic proportions: "It all started with a mouse."
Everyone needs to start somewhere, the surest way to fail is to not try at all.

I don't think Elkhaven is going to fail on the path it now treads. I do think that a small group can make it if it uses the time it has to grow. I don't think all the small groups will, though, and that's good—they'll hopefully merge with other small groups, and their places will be filled by newcomers to the community.

Elkhaven (for purposes of the Goblinworks landrush) has disbanded into our member companies and is joining Ozem’s Vigil in a settlement that will be greater than the sum of its parts. All who support the notion of a strong, Lawful Good, settlement balanced with the understanding that there are always some things that require flexibility are encouraged to join us there.
The Vigil intends to be a bastion of good in the River Kingdoms, enabling her citizens to thrive in an open and welcoming environment.
