Chaos hits for criminal acts in enemy territory?

I think declaring a war against a settlement should make you immune to law/chaos penalties for breaking laws in that settlement's territory. Have there been any dev comments specifically addressing that issue?

War will negate rep and alignment hits against opfor. You'll still take hits for killing neutral parties.

Well, partially true for the reputation side, and there will be no impact on what you "core" alignment is after a combat or few but your "Active" alignment might slide around a little if you end up using abilities that are specifically tagged as [Good] or [Evil] such as Necromancy, or Channeling Positive Energy.

That being said, that has nothing to do with Chaos/Law, and you shouldn't be penalized for not following an enemies orders.

Unless there is a way to formalize a Peace accord in game. If broken, all who participate in the war from the side that broke said accord should take a chaos hit, or even the settlement itself.

I'm not worried so much about the hit for actual pvp- it's clear that a war dec makes that a non issue. I'm specifically thinking about "victimless crimes". For example, settlements can pass laws against necromancy, which means if I animate dead in their territory I'm not only taking an evil hit and heinous, but also losing Law. That shouldn't happen if we're at war.
