Clarification of buying magical stuff

So in our local PFS, we are trying to clarify a few things concerning buying gear. In the PFS guide, it states that always available gear is available in towns of 5,000 or more people.

At the bottom of the Always Available Items section, it states:

Beyond the gear noted above, your character is restricted
to purchasing additional items from his accumulated Chronicle sheets, or by capitalizing on his fame. Weapons, armor, equipment, magic items and so on that are outside of these lists are not available for purchase at any time.

Then in the following section, Potions, Scrolls, and Wands, it discusses purchasing higher level potions, scrolls and wands that are clearly not on the Always Available Items list, and for which a distinction is made between potions, scrolls, and wands that can be purchased from a chronicle sheet:

All potions, scrolls, and wands are available only at the minimum caster level unless found at a higher caster level on a Chronicle sheet.

So my questions are:

1). Can I purchase potions, scrolls, and wands of various types which are not on the Always Available Items list, nor on a chronicle sheet I possess as long as I am in a town of 5,000 people or more and my Fame allows me to spend that much gold?

2). Can I upgrade my weapons and armor--let's say from a +1 to a +2--if I am in a town of 5,000 people and my Fame and gold allows me to?

3). Can I purchase additional magical items as long as I am in a town of...

Or are characters limited to Always Available Items and items on their chronicle sheets. So if I wanted to upgrade my +1 Battle Axe to a +2 battle axe, I would need to find an adventure that offered that as one of the purchasable options?

And if I am really that limited, what is the meaning of the whole Potions, Scrolls and Wands section.

One last question, am I limited by my Fame with regard to purchases from a chronicle sheet? Or can I always buy those items regardless of my current Fame?

1, 2, & 3 are yes.

As long as you are in a town of 5,000 or more, you can purchase any legal item as identified in the Guide and Additional Resource whose value is equal to or less than the cap set by your Fame level as indicated in the table in the Guide.

Items from a chronicle sheet for that character can be bought anytime you are in town, regardless of the cost/Fame relationship, as long as you have the required gold on hand.

One last item as far as Chronicle purchases.

If the item has this on it "(limit one)" cross it off your chronicle sheet once you've purchased it.

Don't cross it off. Mark it in some other way that you purchased it. Crossing it off could confuse people into thinking you never found it.

Also, remember that you can always be considered to be in Absalom (or any other town) between scenarios, so that "being in a town of at least 5000 people" is only important if you want to purchase stuff during a scenario.

One last thing: Remember that the Fame limit for item upgrades, like upgrading a +1 weapon to a +2 weapon, are based on the total price/value of the weapon, not just the difference in price, so you would need the Fame for an 8,3xx weapon, not just the 6,000 for the upgrade from 1 to +2.

Keep in mind that you can still purchase items in smaller settlements, but availability is determined by the GM; the 5000+ size thing is meant to standardize availability, so we won't have a crapton of table variance as to what is available where, particularly for stuff obstensibly purchase between scenarios ("you can't buy that katana, you'd have to travel to the Dragon Empires!").

Also, to #1, you can only purchase consumables (wands, potions, etc) at higher than base caster level if those are on a chronicle, regardless of your fame.

So 3rd level wands of magic missile are out, unless you've got the chronicle, but a 3rd level wand of glitterdust is fine.
