The deadly dealer feat states that I can enhance my deck as though it were magical ammunition. The witch archetype says that when I use deadly dealer with my harrow deck the card gains returning and is not destroyed. Does this mean that I can enhance my cards and they keep that enhancement forever since it returned undestroyed?

Precisely so.

Deadly Dealer says the deck is considered a ranged weapon with 54 pieces of ammunition. You can enchant the deck as a whole and any card you throw from it benefits from the enchantment. This means if you put new harrow cards into the deck to replace ones you thrown, the new cards benefit from deck's enchantment just like arrows shot from a magical bow.

You shouldn't ever need to put more cards in to replace ones you've thrown, since the cards are NOT destroyed upon throwing and gain the returning property.

Aye, but even if they get destroyed by other means, you're still covered.
