I have a level in ranger and have a wis of 8. I can still use wands with ranger spells, correct?

Ayup. Spell trigger item => you can use it if the spell is on your class spell list, even if you have no casting ability.

(Note: I am pretty sure that, if you use a staff, the spell DC will be "level + 10 - 1", because you use your casting modifier unconditionally, the staff doesn't have its own casting modifier. And if you are high enough level, you still get to use your caster level if it's better.)

Huh, thanks for pointing that out. I've always been under the impression that staves where spell completion items, but now I know better.
