The question I have is once you have the Fame level required does that number, say 8,000 gp, mean you're only allowed that much in total on your character or does that new spending level mean if you have the gold in your pocket you can use it as needed?
Just wanted to know if I need to do the math to see if my armor, weapons, gear and magic items match this number or if it's a tiered spending slo,t and if I have the cash, I can spend it on whatever. Well, what's on my scenario sheets plus my armor and weapon needs, anyway.

The gold you've earned is on your chronicle sheets. You have that much, minus what you've spent on items. The Fame cap is how much you can spend on any one item, if you've saved that much of your gold. Basically, the more famous you get with your faction (i.e. Fame score) the more your faction is going to help you find and buy more expensive items. If an item you want isn't otherwise on a chronicle sheet or on the Always Available list, this limits your max spending per item.

The amount on the Fame chart is on a per-item basis; that is, no single item in your possession can be worth more than that unless said item is either on the Always Available list or was purchased from a chronicle sheet.
The total value of all your combined wealth/items has no cap; as long as you pay for it all properly.

That's a relief.
I just bought Goggles of Minute Seeing for my Rogue as well as Boots of Elven Kind. Both my Rapiers -- Cold Iron and Silver -- are now Masterwork. I also have a chronicle sheet that has a Cloak of Elven Kind listed that I just got last night. I want that too!
Then I looked at a few NPCs out of the NPC Codex today and saw how few items some of the low level ones carried. I started thinking perhaps that gold piece number in PFS was a target number to keep a player in check from being too powerful. I guess it is to a point but it's not as limiting as I feared.

The guidelines for total PC wealth are actually set out in the Wealth By Level (aka WBL) chart. PFS gives a little more than that out, generally.

There is also an NPC version of the WbL chart that is used when creating NPCs for encounters. The NPC WbL is much lower than PC WbL. Indeed, if an NPC has a total gold value in their gear equal to a PC of their level, their CR is also, typically, increased by 1 as well.
CR being the NPC's challenge rating, or how difficult they would be to defeat in combat.
