weighing actions on the alignment scale in Ucamp.

Rules Questions

In the Alignment section on pg. 134 there is a brief explanation of the scale system used to define and change alignments in Pathfinder. Basically there are two axes both on a scale of 1-9, with 1,2,3 representing one extreme alignment, 4,5,6 representing neutral, and 7,8,9 representing the opposite extreme.

There are no guidelines in this section specifically for weighing particular actions on this scale, nor are there any implications that any single action is worth more than one advancement on either axis.

Now, earlier in the book in the Character Background section there is a Conflict system that has a list of different events or actions previously taken by the character with specific weights and values for placing them on the alignment scale presented later in the book.

Should I use those values when my players take actions in game?

This is relevant because I have a player running a Neutral Cleric who is convinced that he can raise all of the enemies they kill as undead and still maintain his neutral alignment even though he is running around with an army of undead. According to the aforementioned section in Ucamp aligning with a malaligned creature is worth something like 5 points which automatically puts him on the evil scale, meaning he should lose his cleric powers. Is this how it is supposed to work RAW?
