If you want to see if something from a book is legal, go to the Additional Resources page, hit ctrl+F, and search for the title of the book. That will list what is and is not legal from that book.

As others have said it is expensive for a reason. Lowering the rate would lead to it being a much more common occurrence and would extremely devalue the Complete Free Rebuild Boon offered to Tier 1 GM's at Gencon.
A benefit specific to people going to only a specified CON seems a bit unfair to begin with. I'm currently at DunDra Con, but if I were a Tier 1 GM, I can or can not get the above benefit?

Gen Con is the highlight show of the year for us. We run 1500 or more tables. We need a lot of GMs to help make the show a success. So the reward is perceived as "better." As soon as another con runs 1500+ tables over a weekend, I will be happy to provide the same boon. Luckily, DundraCon received their own unique set of boons that players in Turkey and Brazil and South Africa don't get a chance to receive. It balances out.
And no, being a tier 1 GM at DundraCon will not allow you to receive the free rebuild boon. You should have received the unique race boon that was sent for GMs at Dundracon.

a PP per day is still quite pricy. I would have held it at a PP per Retrain aspect, regardless of the days involved. It is also easier to keep track of.
1 PP per character change seems reasonable.
Before August of 2013, there was no option at all to rebuild. We decided to incorporate a rebuild system similar to what is found in Ultimate Combat so if a player messed up their character by poor decisions, they weren't stuck with the choice of playing a character they wouldn't enjoy or retiring the character and losing the time invested. The VOs and I discussed for a month. In the end, I made the decision that a high cost to rebuild is what we were going with. I don't want people to rebuild after every game. The system wasn't designed for that. What we have now allows for a player to refocus the character but some thought has to go into the change, and not just willy nilly decisions between every scenario.
