So 'alchemical' upgrades to arrows like Durable, is described as being covered in glue.

Could a whistling or bleeding arrow be 'durable'? I use those as an example since their effects seem to be mechanical, and abilities are a function of the shape of the arrow rather than a consumable element like tanglefoot or smoke arrows (which obviously couldn't be reused without crafting).
I also know magic arrows like holy or corrosive only function for one hit, but a durable holy whistling arrow would deplete the holiness on impact, leaving you with a durable whistling arrow.

So, my question. Can durable be added to arrows that aren't 'consumed' on impact?

Durable is not a property than can be added to an arrow (only properties with a "+" before the cost can be), unless you're in a home game, in which case ask your GM.

You can have Adamantine Durable Arrows, though (at 61gp/each).

Weren't they listed in Elves of Golarion? We use them in our home games, but I know they came from a Paizo-published source at some point.

Just to be more clear, the "Durable Arrow" is a specific item, and it costs 1gp. "Durable" itself is not a weapon property. It'd be like taking a look at the Bastard Sword, seeing that it has its own cost, and asking how much the "Bastard" property costs.
