According to Page 32 of the Guide 5.0, when adapting Season 0-4 scenarios to the new rules, "The Out-of-Subtier gold value is the average of the high and low subtiers." In scenarios that are tiered 1-2, 4-5, 6-7, this would (by its very literal meaning) imply that anyone playing out of tier, regardless of actual level, get the average of gold from 1-2 and 6-7. I assume this is not the intent, in which case this needs to be clarified, because as written, it's what we're supposed to do.
Side note: Please don't accuse me of lacking common sense. I know what we're supposed to be doing. But since that stands in direct opposition to what the Guide actually says, it will save a lot of people a lot of trouble if leadership can just post a one-sentence clarification.

You average the GP value of the two tiers immediately above and below where you are playing. So if you are OoS with Tiers 1-2 and 3-4, you take the average of both of those tiers. If you are OoS with tiers 3-4 and 6-7, you take the average of both of those tiers. You do not average 1-2 and 6-7 together since a level 1 or 2 can't play in a tier 6-7 and a level 6-7 can't play in a tier 1-2.

The level 5 would not be able to play when the tier are below that, I believe. Think of the three tiers as a floating cut off. Playing a character as the group plays one tier, they need to be from that tier or the one tier away. 5th level happens to be in the between tier of 3-4 and 6-7.
I am glad we no longer have these three tier scenarios being made.

Level 5 can't play in subtier 1-2 of a 1-7? I've heard of 6-7 not being able to, but not 5. I would've thought that's akin to a 1-5.
Is there a source that says that anywhere?

Some scenarios or special events offer more than two subtiers. In these cases, no PC can play at a subtier more than 1 step away from her character level.
1 step away from level 5 in a 1-7 is 3-4 and 6-7.

Here's another example, which only applies to a tier 1-7 scenario.
Four characters, levels 2, 3, 4, and 5. Clearly they play sub-tier 3-4.
The level 2 is not in the 3-4 sub-tier, so his gold is the average of the 1-2 and 3-4 rewards.
The level 3 and 4 characters are in sub-tier, they get the 3-4 gold.
The level 5 is also out of sub-tier, but his gold is the average of the 3-4 and 6-7 rewards.
