need clarification on npc / monster build

Homebrew and House Rules

If I have a monster, with a class level, that I am making into an npc/monster for the pcs to fight, do I have to go with the standard stat builds? (15,14,13,12,10,8) or can I create my own using the 15 point buy for stats. The race is a pc playable race. Any feedback would be greatly appreciated.

Apply the following modifiers to the base creature and then add class levels as appropriate.

+4, +4, +2, +2, -2

If it's a base 0 hit die monster (drow for example) then your base stat array would be 11, 11, 11, 10, 10, 10 followed by racial modifiers and the above elite stat array (you can mix and match the 11' and 10' however you choose).

I for one love making monsters with class levels. Have fun!
