You only get multiple credit for tier 1 scenarios, the same as players, and they can only be credited to first level PCs on recredits, after you have claimed your once-at-second-level.

Under the present system you are correct. Your thread title matches some other threads that have been going around discussing that system, which lead to the confusion.
Re: Table count, if it's not going up when events are reported, I'd recommend posting in Website Feedback and letting the Paizo staff know; you'd likely get a response tomorrow when they return to their offices.

The first time you submit a game session you fill in both your PFS number and a character number, thus awarding your GM chronicle to that character. All subsequent session reports (excluding first level scenarios/modules) should only be submitted with your PFS number and a blank character number. If you keep filling in the character number you'll get an error message.

I got all my issues fixed & explained by my local VC and Store Coordinator. Thanks, everyone, for the responses to fix the problem.
