A debate has started over the spell Refuge that has layers of intrigue like an onion when you unravel it.
The basic query is: Is this spell attuned to the willing recipient of the refuge item only, or to whomever has the item and uses the command word(s)?
If it is the latter, can one who successfully probes the mind of the item's owner, garners the password, and obtains the Refuge item use it?
And if this is so, can one who comes into possession of a Refuge item Use Magic Device to trick the item into performing its function without actually knowing the password?

Thanks for that on #2 - I have hard time discerning between spells on an item and a magic item, so that helps a lot. I also lean to your POV on it being for a specific creature, but there is room in the description to make you wonder if it could be used by another. If no one else adds a different opinion, I'm going with your view!
