How does stealth and movement interact?

Rules Questions

The stealth rules have me a little confused, when it comes to movement. Specifically with how it interacts with the us of

Your Stealth check is opposed by the Perception check of anyone who might notice you. You can move up to half your normal speed and use Stealth at no penalty. When moving at a speed greater than half but less than your normal speed, you take a –5 penalty. It's impossible to use Stealth while attacking, running, or charging.

So does this mean

a, A rogue with a move of 30' uses a move action to move upto 15' in a turn without stealth penalty. If he uses a second move action, to move a further 15', he cannot stealth; as within the turn he has moved a distance equal to or greater than his movement value

b. A rogue with a move of 30' uses a move action to move upto 15' in a turn without stealth penalty. If he uses a second move action, to move a further 15', he can make a stealth check without penalty, because he has moved half his movement rate or less, on each of his actions.

(b) is correct, or at least the way I run it.

B is the correct answer. If you are moving in combat, and you do not wish to invoke the -5 penalty to your Stealth check, your maximum effective movement is 15ft per round. However, if you have the Fast Stealth Rogue Talent or simply do not give a shit about that -5 penalty, you may move up to your normal max movement speed per round.

But Option b involves moving 30' in a round without the -5 penalty. Using your movement action and then your standard action to move 15' each.

This is why any rogue should take Fast Stealth, also for those that like to stealth EVERYWHERE

I seem to recall that somewhere there was a wording that said "less than half" rather than "up to half", but so far as I can tell, it's supposed to be "up to" consistently.

Yep, you are correct. I read it wrong the first time. If you moved JUST 15ft in a round, not two 15ft move actions but 15ft period, stop end sentence, then you would not incur the -5 penalty.

Two 15ft move actions still count as 30ft per round and thus your stealth checks will have that -5 penalty attached to them.

So in essence, you would be taking two 7.5ft move actions per round so you won't take the -5.

The rules for stealth do not say anything about how far you've moved "during the round". They only speak about your speed during the move action.

Each move action is its own, and each move action requires its own stealth check. The second stealth check uses the exact same rules as the first one. If you move at half speed in the second move, then you incur no penalty, regardless of how fast you moved in the first move.

savior70: Your reading makes very little sense to me. You're essentially saying that if the character takes 1 move action, then he can move at half speed (15 ft of 30 ft), while if he takes 2 move actions, then he can only move at quarter speed (7,5 ft of 30 ft) during each move action. Why?
