So I wanted to make a Suli with the firehand alternate racial trait because I really liked the idea of launching fire at people. I wanted to mix this with a dex based skirmisher, while also making the fire projectiles useful. I was leaning towards a swashbuckler rogue and playing the character to be really manipulative and using clever means to set up sneak attacks. I was also planning on going for the dervish dancer feat. Any advice on making this not suck?

Take the two Suli racial feats and you'll have plenty of uses for it:

The wording is a bit vague:
Firehand (fire): Instead of adding damage to a melee attack, the suli may hurl a piece of her arm-flames as if it were a thrown weapon. The suli makes a ranged touch attack; if the attack hits, the target takes 1d6 points of fire damage. The flames have a range increment of 10 feet.
This to me reads that if you got TWF and a high BAB, you can throw as many as you can per round. Run this by your DM, if he agrees with me, you know to get the two racial feats and the TWF chain. You won't need quick draw for this. One thing though - you cannot flank with this so enemies WILL need to be flat-footed/dex denied!
With only 10f reach, you can't really use the sniping rules. Later on with greater invis you'll be really nasty if you got full SA dice and the monster isn't immune and doesn't have see invis of sorts.
Two racial feats, TWF and pb-shot, precise shot and rapid shot will get you a lot of SA.
