That's very optimistic thinking. There are GMs who will stick by their rulings regardless of what anyone (or almost anyone) says.
Hopefully that is rare. I have never met someone so stubborn. Not to say they might not just make a ruling to keep the game going, but if you mean regardless of who says what or even in the light of rules being presented to them they still do their own thing!?! I would hope such a GM is worked out of the society in short order because no one wants to play at their table.

From what I've seen it's only on rules not being clear and no clarifications being made by the higher-ups - only community opinions.
It is after people have tried to help them see their side, it is after a concensus, and they are not worked out of the society - this is considered anti-social and GMs are people who are also prone to making mistakes.
The solution I've repeatedly heard is "don't play with them anymore". This doesn't always cut it, because those GMs will find new players and the players may not have anywhere else to play.
What we need is a better way of getting hard rulings on these conflicts, even if it's not immediate.

If memory serves, the rule in the Guide is that posts from "campaign leadership" are binding. "Campaign leadership" is Mike Brock, Mark Moreland and (I think?) John Compton.
So no, messageboard posts (if that's what you meant by "rulings") from SKR or JB are not technically binding. However, the Official FAQ is binding, and my psychic powers tell me that SKR has lately been crusading for more frequent FAQ updates, resulting in a LOT of new FAQs appearing in the last month or two. (Though sadly, they were not all announced in any publicly visible way. But they're there.)

I´m already thinking to let my elven inquisitor of Calistria learn improved and greater grapple, although she is already trying to concentrate on her whip skills. :)
Besides that i really hope that FAQ thread will be eypanded vastly into some kind of PFS rulings and rules forum, because there are so many topics subject to table variation. And people are really stubborn on that stuff normaly. Me included.

It would be really nice if the faq was its own, one stop shopping thing, instead of squirreled away on a tab on a page by each individual book.
