Bardic Knowledge: Rounded up or Down?

Bardic Knowledge says: "Bardic Knowledge (Ex): A bard adds half his class level (minimum 1) to all Knowledge skill checks and may make all Knowledge skill checks untrained."

Are fractions rounded up or down? It is written anywhere one way or another? For instance, does a level 3 bard have +1 Bardic Knowledge or +2 Bardic Knowledge?

Thanks so much if you can shed light on this! If you have a definitive answer I'd love also to know where to find it in the rules myself!
