under tengu it asys all is legal for play, does that mean i can just make a tengu character? :D

Yes, though you would need to own either a physical copy or the pdf of (and be able to provide proof of ownership of the pdf if asked) the Bestiary, the Advanced Race Guide, or the Dragon Empire Primer (I could be wrong on that last one).

Tengu are legal without need of a boon, yes.

Anything outside of the core 6 races, Aasimar, Tiefling and Tengu, you will need a boon to play.

im not sure i understand that, i have a kitsune boon from our last con, and it sais that kitsune is playable. how come the tengu dosnt need a boon when its not one of the core 6 races?

It used to be you were limited to the Core races unless you had a boon. At the start of Season 4 (this past August), they opened up tieflings, aasimar and tengu to everyone.
