Are Dragon slayer kit and undead slayer kit from Ultimate Equipment always available item?

b) No

a) In that case, are Potion of Cure moderate wounds and Potion of lesser restoration always available items now, via these kits?
b) In that case, when these kits are available? When all magical components of the kit are available (appears in a chronicle), or only when your PP are high enough?

3. When your PP is high enough to afford all of the components. It's just a "bulk price", it does not change availability rules.
