By the rules you can't do that. But if the DM says it is ok, there ya go. I would not allow it personally, as it screams munchkin. Reducing size to minimalize chance to be hit with no trade-off since you aren't playing a melee type. Look at the level at which the druid's wild shape allows you to change size. Flight is a whole new dimension of extra stuff you can do. First level characters should not have flight in my book, unless the campaign is tailored for it. Flight allows alot of the danger of adventuring to be bypassed. Plus a hummingbird has a much better maneuverability than a hawk, again much more benefit.

I don't believe he ever said as a first level character.

By raw, what he's trying to do is perfectlly acceptable (though slightly out of reach for a first level character gold wise, at 2.5K). Just read the entry for Reduce Person.

Mind you, while the additional AC, Stealth, and to hit are nice, they come with a tradeoff. Your CMD goes to crap and your ability to affect objects mundanely goes down as well. Also keep in mind that the smaller you are, the easier it is for things to eat you!

If you were trying to make this as a base race, I'd say the flight is too much. Your overland speed is unaffected by the spell Reduce Person, so travel's not as big of a deal, and as you said, you can always mount up. If you're picking up flight the standard way (magiclly at later levels), then go for it.

IF you really wanted to play a true tiny Fey the brownie, gremlin, and grig are all CR1s that could be made playable races with minimal retooling.

I think this came up discussing the historical elf and dwarf who were effectivly six inches tall. How do they apply as PC races at 6 inches tall? The elves had the ability to sizechange up to Giant Size.

Reminds of a fun Littles campaign we did as a behind the scene of the main campaign. When the normal DM couldn't show for our defend the fortress/valley campaign, we had an alternate DM that ran us as creatures from 3-7 inches in height. He took the base size and turned feat into inches. If the size was below 3 inches, it has increased to 3 in.
