If it does, pointers please! And if it doesn't, well, I could make one with a little help..
There's stuff all over this forum, some of which was collected (and augmented) in the Book of River Nations, but there's a lot more that was either not included or developed later. Be sure to check out the (stickied) thread linking to all the 6-player conversions. Even if you don't have 6 players, it's still good for ideas for increasing the difficulty.
Aside from that, there's a lot of modifications people have made to the kingdom building rules floating around, some as basic as new buildings or changing how much magic items are worth, some as drastic as totally revising the building list and income mechanics, or adding entirely new systems (Kingdom Prestige, Diplomacy, improved mass combat).
There's also Dudemeister's extensive revisions to books 2 and 3 that are worth checking out.
Do a search for a topic called "Preserving the Gold".
I can't find a thread with that name - can you link to it?

or Part 4: Blood For Blood ;-) I'm currently running my players through a little bit of Second Darkness (as part of The Darkness Betwixt Stars/Return of the Fellnight Queen). So this one's slowed down a little.
Here's the link for Hargulka's Monster Kingdom
Eventually I'll throw in some threads for part 5 (Steampunk Pitax + Skeletons of Scarwall), and Part 6 (Of Fairy Queens and Dragon Kings). I just don't have time to work on stuff more than a couple of weeks or months into the future of my game is all.

I got a big part of the way through it, just not all the way. I shared the link with some people who offered to help, but I don't think they did anything with it.
I'll see if I can clean it up myself and post the link of what I've got.
but if anyone wants to help, I'm still accepting aid!
I think posting the link will be a major draw. Just skimming the old thread, I didn't see a link, which means I couldn't go see what was already there, and possibly add anything I knew about which wasn't.
I think having the community able to contribute to it, rather than just select volunteers, will get it assembled much faster. I know I don't have the time to sit combing through threads any more than I already am, but I'd happily add a link to (or copy over) anything I came across which looked good.

Seriously, Dudemeister, where did you find that Horn of Plenty?!? I bow to your skill, now and always!

This link contains most of my own political fluff and extra material I put together for my group's Kingmaker game. It is somewhat modeled after Game of Thrones with heavy politics and maneuvering. There is also some misc rules I made up, wandering monster tables, and writeups on Brevoy noble houses and conflicts. Not sure it fits what you are talking about but I will throw it in there anyway for consideration:
