Every time a wizard attains a new level he/she gains 2 more spells to add to his or her spellbook but I read something about him/her getting more spells because of a high INT-score.
Is this only spells per day or is it also spells attained and if so then why would he/she get so many spells?
Example: a fifth level wizard. If you have a score of 22 you would get two 1st-level spells and two 2nd-level spells and one 3rd level spell and those two you attain and so on...
Am I understanding this correctly?

The high int spell bonus only applies to spells per day, except at first level. Then you get one additional 1st level spell per point. Your example wizard would have:
0-all (except prohibited schools)
1st-thirteen spells (3+6*+2)
2nd-4 spells
3rd-2 spells
assuming you took the highest level spell each time you could. Any more than that would be at cost.
*the six bonus implies a 22 int at first level. It would be more accurate to do this with the starting int bonus as magic item boosts would not apply to int then. :).

The last only refers to spell slots per day. The freebie spells are a fixed 2 per level.

Unless you took the Feat Collegiate Wizard from The Complete Arcane then you get 4 per level for free instead of two. Great money saving feat.
