I have heard of it, but my Pathfinder OGC-fu is low today, or rather unskilled. I've heard about it mentioned in various threads, if I could be directed to it that would be greatly appreciated.

THIS! Thank you very much, so from what I understand, if I am a 3rd level wizard (evoker), I get 2 extra first and second levels slots to prepare a evocation spell, but both slots of each level must be the same spell FOR that level?

Precisely. And in exchange your opposition schools are pre-chosen for you, and you can never learn a single spell from either of them. Or even use them from magic items without Use Magic Device.

It's a high price, but I think a potentially a worthwhile one (though, IMO, probably not for an Evoker).

One other point about this...if your build uses a 1 level dip of crossblooded sorcerer (Draconic/Orc being one commonly cited example), you can use spell trigger items from your prohibited schools, since they're also on your Sorcerer spell list.
