The rules state that the multipliers on table 6-6 applies to the costs and weights listed on table 6-8. Additionally, those rules states to apply it to the armor type not the type +masterwork and materials.

The rules for unusual creatures in Ultimate Equipment are laid out the same way.

I looked up both those entries and I have to agree with you, and thank you for sourcing those. It certainly seems quite definitive to me that it is 1,400 GP and if it comes up in one of my games I will definitely bring it up.
