"Targeted Dispel: One object, creature, or spell is the target of the dispel magic spell. You make one dispel check (1d20 + your caster level) and compare that to the spell with highest caster level (DC = 11 + the spell's caster level). If successful, that spell ends. If not, compare the same result to the spell with the next highest caster level. Repeat this process until you have dispelled one spell affecting the target, or you have failed to dispel every spell."
A 15 level cleric has cast this on a Dragon, CL 25 who has spells on him. The cleric rolls an 16, then adds his CL, 15 for a 31.
The text above says the dragon's DC would be 11+ CL...so wouldn't this be 32? The cleric has failed, correct? If the first spell has failed to go away, the text seems to say the next spell comes up...but all the dragon's spells are CL21, so wouldn't all the dispel checks fail?

If all of the dragons buffs have the same caster level, then yes all of the dispel checks fail.
one more thing...the area dispel...does the burst have to emanate on the caster? or can the 20 foot radius be put up the to range listed?
Its the same as any other area spell. The burst can originate from any point within range of the spell.

Of course, that's a pretty impressive caster level, so it shouldn't be too surprising that the cleric can't affect him.
Dragons of the oldest age category (Great Wyrm) tend to have caster levels between 13th and 19th level, at least as presented in the Bestiary volumes.
The above mentioned cleric could affect a CL 19 with a dispel magic on a roll of 15 or better (30%), so that would still be a hard nut to crack.
