It means the party gets 600 XP, then divide by the number of PCs in the party to get each individual's XP award. We *very* rarely give out individual XP awards in our modules and APs, and try to be very clear about it when we do so (such as "each PC receives 100 XP" for example).
It is important to note, however, that APs are designed for parties of 4 PCs. If you have more PCs, you might want to increase XP awards accordingly, so that everyone gets a full share.
